On 11 October 2026, Prime Minister Narendra Modi inaugurated, dedicated to the nation and laid foundation stones for development projects worth over ₹13,000 crore in Chennai, Tamil Nadu. The package covers metro rail, national highways, railways, ports, a petroleum project and a brain-research facility. It matters for revision because it combines several static-GK topics (metro, ports, stations, national highways) in one news item. As of 12 October 2026 the launch event has taken place. Many of the works, however, were only started on that day, so they are not finished.
Event date and source dates
The Prime Minister's Office release on pmindia.gov.in is dated 11 October 2026, and that is the event date. The GKToday summary carries a 12 October 2026 date, which is its publication date and not the event date. Use 11 October 2026 when you note the event.
What was launched: key facts
The project-wise amounts below come from the GKToday summary. The PM India release gives only the overall figure of over ₹13,000 crore, so the individual figures rest on a single source.
| Sector | Works mentioned | Amount given |
|---|---|---|
| Metro rail | Poonamallee–Vadapalani stretch of Chennai Metro Phase II inaugurated | About ₹4,900 crore |
| National highways | Works inaugurated or with foundation stones laid, including a 36-km NH-744 section (Vadugapatti–Therkuvenganallur) and a 30-km Madurai Ring Road section of NH-744A | About ₹3,700 crore |
| Railways | Karaikal–Peralam line, three rail flyovers in Coimbatore, and five redeveloped stations under the Amrit Bharat Station Scheme (Palani, Vellore Cantonment, Ambasamudram, Paramakkudi, Namakkal) | Over ₹750 crore |
| Ports | Works launched or inaugurated at Chennai Port, Kamarajar Port and V. O. Chidambaranar Port | Not itemised in the evidence |
| Petroleum | Foundation stone for a Group II/III Lube Oil Base Stocks project at the Manali Refinery of Chennai Petroleum Corporation Limited | ₹1,620 crore |
| Research | Sudha Gopalakrishnan Brain Centre at IIT Madras dedicated to the nation | Not stated |
Completed, inaugurated or only begun?
The Prime Minister said the programme included inaugurating completed projects and laying foundations for new ones. A reader should therefore keep the two groups apart:
- Inaugurated or dedicated on 11 October 2026: the Poonamallee–Vadapalani metro stretch, the railway works listed above, and the brain centre at IIT Madras.
- Foundation stone laid: the lube oil base stocks project at Manali Refinery. Some highway and port works are also described as foundation-stone or launch items, but the evidence does not say which ones.
The evidence does not give completion timelines for the works that were only started.
Points from the Prime Minister's address
According to the PM India release, the Prime Minister made these points:
- Metro services, he said, ran in five cities in 2014 and now run in twenty-five. He put the national metro network at about 250 km in 2014 and over 1,100 km today. These are his statements and are not independently checked here.
- He said the lube oil project would create jobs and help reduce imports.
- He mentioned a recent decision to invest about ₹17,000 crore in V. O. Chidambaranar (VOC) Port at Thoothukudi as a mega container and green energy hub. This is a separate decision and is not part of the ₹13,000 crore package.
- He cited the PM Matsya Sampada Yojana and the Kisan Credit Card as support for fishermen, and mentioned the Chennai Fishing Harbour and a seaweed park.
- He closed with the aim of a Viksit Bharat through a Viksit Tamil Nadu.
Exam-relevant background
Chennai Metro
GKToday says Chennai Metro Phase II has three corridors with a planned length of about 118.9 km. It also says Chennai Metro Rail Limited is a joint venture of the Union and Tamil Nadu governments. Chief Minister C. Joseph Vijay asked the Centre to approve Phase III and to reconsider metro projects for Coimbatore and Madurai. The evidence does not record any response to that request.
Amrit Bharat Station Scheme
GKToday describes the scheme as a phased modernisation of railway stations across India, launched in 2022.
Ports and highways
GKToday notes that Kamarajar Port is at Ennore near Chennai and that V. O. Chidambaranar Port is at Thoothukudi. It also says national highways are administered by the Union Government through the Ministry of Road Transport and Highways.
Lube oil base stocks
Group II and Group III base oils are categories of refined oils used in making lubricants.
Limits of the evidence
- The GKToday summary places the event at IIT-Madras in Chennai. The PM India release says Chennai and mentions a visit to the Brain Research Centre at IIT Madras, but it does not name the venue of the main event.
- The project-wise costs rest on GKToday alone.
- The evidence does not say whether the listed amounts add up to the total, or which works were completed and which were newly started.
