In the monsoon season of 2026, Gujarat experienced an outbreak of Chandipura virus causing acute encephalitis syndrome that resulted in 22 child deaths and 35 confirmed infections among children under 15 years. CHPV is an arbovirus transmitted primarily by sandflies. The Gujarat health department has enhanced surveillance, treatment, and preventive vector control measures including pesticide spraying in animal husbandry areas to contain spread and protect public health in vulnerable pediatric populations.
Government Proposes Merchant Discount Rate (MDR) on Select UPI Payments
On 3 August 2026, the Union Ministry of Finance proposed amendments to the Payment and Settlement Systems Act, 2007, aimed at reintroducing the Merchant Discount Rate (MDR) on select digital payments, including Unified Payments Interface (UPI) and RuPay debit card transactions. The proposal seeks to remove the zero MDR provision under Section 10A that currently prohibits banks and payment providers from charging MDR on specified digital transactions. This move targets large merchants—mainly those with annual turnovers above ₹50 crore or transactions exceeding ₹2,000—and seeks to cap MDR at 0.5% for UPI payments. Consumers and small merchants with annual turnover up to ₹1.5 crore are expected to remain exempt. This policy aims to establish a sustainable revenue model to finance the expansion of the UPI ecosystem.
India Launches Clouded Leopard Conservation Action Plan on 4 August 2026
On 4 August 2026, coinciding with International Clouded Leopard Day, India launched the Clouded Leopard Conservation Action Plan to protect this Vulnerable wild cat species. The plan was unveiled at the 91st meeting of the Standing Committee of the National Board of Wildlife in Coimbatore and includes strategies for habitat security, scientific monitoring using camera traps and genetic analysis, anti-poaching, community participation, and training of frontline forest staff through the M-STrIPES smart application. The clouded leopard is legally protected under Schedule I of the Wildlife Protection Act, 1972, and is globally listed as Vulnerable by the IUCN.

Centre Proposes Rules for Two-Wheeled Ambulances in India
The Ministry of Road Transport and Highways has proposed draft rules to legalize and regulate two-wheeled ambulances under the Central Motor Vehicles Rules, 1989. Russia's S8000 Banderol Air-Launched Cruise Missile Officially Acknowledged

Justice M.S. Liberhan, Former Chief Justice and Head of Liberhan Commission, Passes Away at 87

India’s Power Generation Capacity Targeted to Reach 874 GW by 2031-32
India aims to increase its installed power generation capacity to 874 GW by financial year 2031-32, significantly expanding both fossil and non-fossil fuel sources. As of 30 June 2026, the capacity stood at approximately 548.86 GW, with non-fossil fuels comprising over 54.18%, surpassing the 2030 target of 50% under India’s Nationally Determined Contribution (NDC). The plan includes adding at least 80 GW coal power capacity, substantial renewable energy projects, energy storage systems (pumped storage and battery storage), and enhanced transmission infrastructure to support grid stability and growth.
